Split Files is a standalone program that can split or join the split files.
The user interface is very simple and it has all the main tasks. You can chose between splitting into pieces or splitting the file by a given size in kilobytes.
I did enjoy working with a tool like this because sometimes I have to split a file in order to send it as mail attachment or other tasks that require a limited amount of data. Archivers like WinRAR or working with command line console isn't one of my favorite options.
I did try this application with small or large files and it did great. My favorite test was splitting a mp3 file and then merging it back. The merged file was like the original but I have no idea what happened to the ID3 tag.
The application is pretty stable. It has crashed only when I did supply not enough parameters such as the output file.
Pluses: very compact and easy to use application. The single dialog based window won't put the user in difficulty.
Drawbacks / flaws: it crashes if the user won't supply all the required arguments.
In conclusion: a really nice tool for splitting files. It has become my default splitting files application from now on.
