Image:Fix and Enhance is a free tool that allows you to quickly retouch your images. Actually, this application can perform mostly basic tasks, like resizing and cropping, adjusting the hue, saturation, brightness, contrast, lightness, rotating and cropping.
There are also filters available that you can apply to your images (Add Color Noise, Anti-Alias, Emboss, Gaussian Blur, Old-Look, Sharpen, etc.), but only a few of them have customizable values that you can set. What I don't like about this free software is the preview window, which is too small, making it more difficult for you to see the changes when applying different filters.
The interface is very poor, but you have the undo and redo buttons available, which is very important. Images you retouch can be saved in jpeg, bmp, gif, tiff and png formats.
Pluses: It is very easy to use and has some nice filters.
Drawbacks / flaws: A zoom and a crop tool would have been handy.
In conclusion: It's free to try. Maybe you'll get something out of it.
